Well, this is a tricky one as it is not entirely obvious he cheated. Could be he's frozen, dropping packets, afk or some other reason.  Would you happen to have any other evidence of him? If not, I don't think it's clear enough to ban the player.

Given the fact that he was turning he started off floating platform-level, then somehow ended up being higher in the air, was changing directions mid-air and even after 30 seconds didn't update his position/update to be AFK, I think it's pretty safe to say this guy was cheating. If somehow he was not, he can easily post a ban appeal.
