Well I mainly use the server to test out skin mods and so on, but I do enjoy playing hotpursuit once in a while.
Coming back to your reply, I've never heard of an "aforementioned freecam", but I just searched it on google and I very clearly don't have that. What I have (cam related) is a camhunt/camhack which I use for screenshots. I personally don't think it affects the hotpursuit, I mean I've had the same camhunt mod since months and months, while the freeze timer is only bugged for me lately. This is a list of all the CLEO mods I have installed:
AnimFlashLight (animation that allow my player to put his hand on his holster when I press spacebar+9, which I use for my police RP)

radarzoom (When I press on a certain button, the radar zooms out, as if my vehicle is at full speed, I mostly use it to see positions on the GPS instad of having to go to the map with ESC)
reloading (press R and I reload)
Render (Apparently makes the game more beautiful without losing FPS)
StopAnyAnim (When I press on alt+N any animation is canceled, this is a good mod because every server I play on has a different built-in key to stop animations, with this I don't have to keep guessing which one it will be, I just hit alt+N and I'm good to go)

WalksByVegeta (Displays different walks like gangster 1/2 prostitute 1/2 when I press on spacebar + 1/2/3)
WeaponZoom (Zooms with the weapon like a scope when I'm aiming, activated with the mousewheel)
I'm not trying to prove anything here, I'm obviously not cheating, I'm just wondering, just like you which mod could be causing this? Perhaps make it illegal in the server. Thanks for taking time reading through all of this, my game is hella stacked with mods indeed, I'm just really trying to help out find this problem (And I guess this isn't a server sided bug, and then again I hope you can help me find what's causing it from my side)
