Update of 16th of May, 2016.

1. /chattype added to toggle between world chat and global chat.
2. /blindfold added to give players the ability to blindfold themselves.
3. Fixed elevator scripts for the news and beachside buildings.
4. Added /minigames to see the state of the minigames and time remaining.
5. Derby time limit added.
6. Fixed issue where player leaving the TDM would get "Error unknown command" message.
7. Time and Weather are reset after an event finishes.

Update will take an effect after the restart.
