He doesn't play samp, he played and downloaded cheats on my pc and played with them, its my account and I wanna play with my friends...

If your brother is the one who got banned, he's the one who's got to post the ban appeal. You are responsible for your PC/connection. The ''my brother'' excuse will not get anybody unbanned here.
