I don't really see how he's misleading or griefing. Misleading is when you have blue on but you're NOT on the suspect. Not turning it on when on him isn't necessarily misleading or against the rules. Sure it's a dick move but oh well, not everyone is nice.
Sadly I don't see enough proof to ban him, but I'll keep an eye on him. Thanks for reporting.
