If someone is bothering you use /report, if there's no administrator online you can /ignore the player. You also have /togpm, /toggoto & /world at your disposal to prevent a player to bother you anymore.
Honestly you're both equally at fault here, provoking and insulting eachother. If I were to punish one, I were to punish the other.
