Actually, after checking the logs, he was on your IP all along, even on his very first ban. So, whers the gurantee he wont be back as soon as I unban those IPs?
Tbh this starts to seem rather sketchy cuz he was ban evading via a dynamic IP. Only way you can achive that is by restarting the router, so he must've been in your house and had access to it.
I didn't know he was on my IP, we have separate IPs, but we're both with AT&T. Like I said,he's blocked from my wifi. And we can't change our IPs with AT&T, so I don't know where you got the changing IP parts.
Do you guys want a video of our separate houses? We live infront of each other, my wifi is powerful enough to connect to his computer at time.

You have a dynamic IP on your router, meaning, every time you restart it a new IP is assigned (altho the range stays the same). When he ban evaded several times it was still under the same ip/range, so clearly he was restarting the router to reconnect.
Sajugs if I go to ipchicken.com and restart my router it won't change. Why the hell would I be lying? I've tried to turn off my router before it doesn't work, I'm making a video just to show you, I don't understand why you think this was done purposely wtf.
