I'm currently facing this bug, it occurred two days ago and I really didn't changed anything. I'm playing MTA:SA aswell and I'm not facing this bug there (neither in the Singleplayer), only in SAMP. I may add that I can't even take some screenshots anymore since they are completely black, like they would be damaged.
So how does it work - I simply just need to tab out with Alt+Tab and the screen gets fucked up, just if I use Crtl+Alt+Delete and switch my profile, it turns into the normal screen and the graphic bug disappears. Once I re-tab in-game and tab back out, the same thing happens again.
This bug is just in SAMP, remember that I didn't changed any settings of SAMP.
I would appreciate some help though.
Take out all your mods, so vanilla GTA. Then try it.
I've seen similar effects on monitors that are close to dying. However it's hard to say for sure as the video is pretty low quality. I guess you could try messing with your resolution options, perhaps its something related to ENB aswell. Try checking for whether or not your GTA SA is in windowed-boderless mode too.
Only time I've seen that was when someone had a shitty monitor from 2006 and It was burning out.
