Unfortunately from what you have said, I have no way of working on this issue, as everything is working properly for me and most people. Do you have any mods installed?
You might provide more details on what happens before the crashes and what might trigger them. From what you've provided we have no way of knowing what has been going wrong.
my mods are streaminiextender and silentpatch, but everything was working before. sometime immediately after i type password and press enter CRASH. sometimes immediately when hotpursuit starts CRASH when i just drive around nothing

It doesn't crash for me, neither does it for most of the people, so I can't really provide any other solutions for you.
Also, if you have any CLEOs, you might try moving them away from the gsme folder and launching the game. If it's fixed, then add the CLEOs one by one (with a restart) to see which one crashed the game.
