Description of bug: So I'm not sure if I'm the only facing this issue, but whenever I spec someone, I am unable to exit spec or use any commands until I restart the game.
Any idea how to replicate the bug?: I don't know if this bug is specific to only my account, but go on ahead and spectate someone, then try to exit spec.

It's a well known inconvenience to in the specate system. To get out of it, spectate a connected id and spec off then. Spectate system is an afterthought at best.
